Target group without creating BP

Dear Experts,

Can anyone please tell me, how to create target group & it can be used to send mails by campaigns without creating BP, customer dnt want to create BP who are coming through ELM, just want to put that in seperate database, so that their contact details can be used in campaign execution without increasing database.
