Offline Approval without using workflow

Hello Experts,

I need to send an email with Confirmation or Rejection. After receiving this e-mail and clicking proper link (Confirm / Reject) new e-mail message window should open, for example in Outlook, with defined content. I can't do this using workflow.

The whole scenario looks like this:

1. System sends an e-mail message

2. Someone receives an e-mail with some ID and links

3. He/she clicks the link (Accept / Reject)

4. Send new e-mail message window opens with defined content

5. Choosing Send button will cause that system will change the order status

I will appreciate any help.
