External List to a SURVEY

Hi,

Can external list management used to fill in a Ztable in the CRM system ? Because my client team need to use this functionality and later create a survey on the customers uploaded through ELM. Is it called the Target Group ? I'm quite new to CRM Marketing and the customers/prospects they uploaded are to be send an SMS survey . How can i make use of the CRM_SURVEY_SUITE to make this survey possible ?
