target group creation

Hi all,

We have a requirement in our project to create multiple target groups(approx 600-700). We are planning to do this programmatically.

We have tried out creating target groups from profile sets but we also need profile sets to be created through program.

Any pointers on creating target groups/profile sets through program/function module would be helpful for us.
